It had become clear that the response from the MB was not properly sent out. We apologized for the slip and made the necessary communication to inform that the proposal was not accepted.
An e-mail was sent April 15 1545 has been submitted after receiving these communications. It also states in the proposal that further communications were had in this time.
As per the comment referenced - there is a clear (and very humble) admission that sometimes things do get missed from our end but should not be the reason for submitting to OpenGov > MB.

The AIWeb3 community is a very active and friendly community. Dr.Cao is very nice person always patient to the community. All of the team members are online all the time to answer users' questions and guide them on exploring Polkadot, including various activities of parachains. I am so glad to be a part of it.
The AIWeb3 community includes almost all Chinese-speaking users involved in Polkadot, spanning mainland China, Taiwan, Malaysia, and Singapore. It’s a real community with active users, not just bots. The bots only show up because of the high level of activity, and there are always people working to clean up spam. The community has multiple independent creators, and even personal YouTube channels often outperform many official ones in terms of views. This is a community with real engagement. It has helped many people get involved in Bifrost and Hydration campaigns, and there are quite a few whales as well. I’ve noticed that many people have a developer mindset, but developers alone can’t change the world. There also needs to be someone who can explain things clearly and promote ideas in a simple and engaging way. The AIWeb3 community does this very well. Constantly pushing JAM or PVM doesn’t work because no one really cares. What people care about are real-world applications, not a bunch of dry, developer-only technologies.

对于垃圾内容的产生,实际上大部分是不得已而为之。我讲讲我的亲身经历吧,我个人在2022年之前从未制作过任何一个视频,在经历了Polkadot社区的资助和鼓励后,我成为了一位视频内容创作者。在初期的创作生涯中,我想我生产了不少垃圾视频,这是产生无效内容的原因之一。随后,在我的社区工作过程中,我又遇到了另外一个问题,我无法保证自己的视频内容拥有足够的影响力。这也是产生广义的垃圾内容的原因之一。
第一个问题涉及内容创作者培育,第二个问题涉及内容创作者知名度。这两个问题都是原创内容产生影响力所要面临的核心矛盾。同时这也是社区工作的一种尝试,即培育忠诚的、专注服务于Polkadot社区的内容创作者。
目前Polkadot社区有两种推广方案,Aiweb3社区尝试的方案我们称为社区推广。另一种是商业价值更高的定制视频,典型的如某百万粉丝的主播,制作一个数分钟的视频内容报价数万美元,我们称之为商业推广。
对于社区推广,如何将垃圾内容变得有价值,是我们思考和努力的方向。但这些工作需要大量时间来促成,不可操之过急。从短期来看,社区推广与商业推广并驾齐驱,是最佳方案。但从长期来看,社区推广将成为Polkadot网络的终极方式。

二.社区产品

我简单解释来说,Aiweb3未来的媒体形态描述如下:

Hello everyone, I'm Little Ant. As one of the earliest supporters and builders of the Aiweb3 community, I have personally experienced all three phases of the Polkadot community's funding of Aiweb3 and have witnessed the growth of the Aiweb3 community over these 3 years. First of all, I'm going to give my personal conclusion here that I unequivocally support this grant proposal. Later, I will talk in detail about my views on the development of the Aiweb3 community and the perspectives I have gained after deep reflection:
I. For spammy content
Many people have a negative attitude towards the original content of the Aiweb3 community, believing that it is too repetitive, of low nutritional value, or even spammy, and frankly I myself think the same way. There is no other reason, the community is not yet incubated and mature, and the development features are not yet on the ground.
Allow me to summarize the three funding phases of the Aiweb3 community here. In the first phase of funding, there was a low demand for content quality in order to attract content creators to join. In the second phase of funding, the demand for content quality gradually increased, and a small number of long-term content creators were successfully nurtured. However, there were obvious problems during this period, such as the content readership and influence being too low. In the third phase of funding, Aiweb3 direct media accounts were introduced to create customized content. But the readership, influence, etc. are still low. There are many reasons for these problems, and I myself have been involved in community building off and on for nearly a year, so I believe we can all understand the current market decline, so I won't explain it here. The core point I want to express is that for the sake of content quality improvement and efficient use of funding, the community has been finding problems and solving them, sometimes even having to make certain compromises and even moving closer to centralization.
For the production of spam content, most of it is actually a matter of necessity. Let me tell you about my personal experience, I personally never produced a single video before 2022 and after experiencing funding and encouragement from the Polkadot community, I became a video content creator. During my initial creative career, I think I produced quite a few spammy videos, which is one of the reasons for ineffective content. Subsequently, in the course of my community work, I ran into another problem; I couldn't guarantee that my video content had enough reach. This is also one of the reasons for generating spammy content in a broad sense.
The first problem relates to content creator cultivation and the second to content creator visibility. Both of these issues are core conflicts that original content faces in order to generate impact. At the same time this is an attempt at a community effort to nurture content creators who are loyal and focused on serving the Polkadot community.
Currently there are two types of promotion programs for the Polkadot community, the one attempted by the Aiweb3 community we call community promotion. The other is customized video with higher commercial value, typically a million-fan anchor who offers tens of thousands of dollars for a few minutes of video content, which we call commercial promotion.
For community promotion, how to make junk content valuable is what we think and work on. However, these efforts require a lot of time to facilitate, and should not be rushed. In the short term, community outreach is the best solution when it goes hand in hand with commercial outreach. But in the long run, community promotion will be the ultimate way to Polkadot Network.
Well, the above is my detailed explanation of the spam content. From a hands-on as well as a community researcher's perspective, I think spam content generation will continue for a long time to come. So what is the value of this work, and is it ultimately worth continuing? Below, I will elaborate from a product perspective.
II. The Community Product
Aiweb3's vision is to become a decentralized Chinese media. We position it as a fully automated media publishing, revenue settlement, and self-consumption network. This ambitious goal did not appear at the beginning, but in the process of community operation, after continuous experimentation and thinking, we community builders summarize the functions and requirements, and finally form the prototype of product verification.
In my simple explanation, the future media form of Aiweb3 is described as follows:
In the first stage, the proof of concept is realized by the centralized network
1. content creators are free to publish original content on the network.
2. original content published by creators can be rated by AI and automatically earn revenue
Phase 2, attempted implementation by decentralized network
3. Content revenue can be self-exchanged for third-party services or commodities.
4. Commodities and third-party services can be self-shelved.
Generally speaking, it is believed that a decentralized product should be put on a decentralized network to experiment. But after experiencing the failure of many products, especially after personally participating in the construction of many crypto communities. I tend to create products based on the idea of community before project, centralized before decentralized.
When the Aiweb3 community was first built, I lobbied hard for community members to juggle product experimentation. We figured out how to integrate crypto products into community activities to prove the functionality as well as the business value of crypto products. With Dragon Card, for example, we tested the impact of various settings for exchange slippage and the depth of the trading pool. If we wanted to, we could simulate the DeFi business with Dragon Card.
Of course, the key product we are testing is still closely related to our main business, i.e. the content distribution and evaluation system. In order to achieve this, we have developed an independent website https://y.aiweb3.org. This is thanks to Dr. Cao and the community builders who have made related efforts.
When it comes to the experimentation of the product, the community fans, creators, and content production have to be mentioned here. If any of the links here are lost, much of the work will come to an end. They are like dominoes that can have a deadly ripple effect. Funding from the Polkadot community is the catalyst for all of this, making a lot of community work, research, and experimentation run automatically at a certain frequency.

I’m not sure why there’s so much frustration, but I hope you can take a moment to review the proposal more carefully and see what has actually been built. The content we’ve created—including updates about the Polkadot ecosystem, DeFi tutorials, and other educational materials—adds real value to the community.
It’s also inaccurate to claim that there are already enough Chinese-language marketing channels. If you search YouTube, how many channels are solely focused on Polkadot in Chinese? Apart from Polkaworld, it’s mainly us—AIWeb3 and a few independent contributors. My own channel has published over 300 Polkadot-focused videos, totaling 75,000 views, and I’m just one among several AIWeb3 content creators. Some of them have larger audiences and are continuing to produce without any financial support since December 2024.
As for "real engagement" being only about developer onboarding—please note that we are building. We’ve developed custom bots, a point-based content reward system on our website, and AI agents for managing community activity and assets. If building products that directly support content, users, and community infrastructure doesn’t count as developer contribution, I’m not sure what does. Our Discord and Telegram tools have supported tens of thousands of users over the past year.
Regarding the meme token for merchandise—please read the proposal closely. The requested budget is for building the merchandise platform and producing the merch. Users will be able to use tokens like BNC, ASTR, ACA, and others to buy merchandise. The meme token is simply a way to add utility and community fun, and the founder even plans to use their own salary to provide liquidity (as in the proposal described, lock the same percentage of the salary to the pool as the final opengov support rate). No treasury funds are being allocated to the token directly.

The reason our Twitter follower count appears relatively high is because, during 2023 and 2024, we collaborated with several projects and KOLs through community campaigns on platforms like Zealy, Galxe, and in partnership with projects such as Metahub, with the goal of growing our presence.
