The Kusama Relay Chain and system parachains have upgraded to runtime v1.2.4. https://github.com/polkadot-fellows/runtimes/releases/tag/v1.2.4

Among other changes, this will allow arbitrary XCM execution, includes a patch to unstick Snowfork, and releases stuck collator bonds.
