Launch Process Phase3: Moonriver will remove sudo and hand over network control to token holders

Moonriver just updated they have entered Phase 3 of launching progress. For this one, Sudo will be removed & token holders will have the right to control the network. Phase 4 will include EVM functionality and balance transfers.
