Referendum 16, which should fix the last slashing event on Kusama, will enact at block 15_722_953 today. https://kusama.polkassembly.io/referenda/16

Specifically, this Referendum will cancel all slashes and restart elections (which involves several steps; see link above for details).

However, this will NOT reverse any chilling. A PR is ready for this, but it will require a runtime upgrade to enact.
