Viral star Hailey Welch, better known online as the “Hawk Tuah girl,” is likely breathing a sigh of relief today.

She says the US Securities and Exchange Commission has closed its investigation into her involvement in the HAWK memecoin that pumped and dumped in December, with no charges filed.

“For the past few months, I’ve been cooperating with all the authorities and attorneys, and finally, that work is complete,” Welch [told *TMZ*](https://www.tmz.com/2025/03/27/haliey-welch-hawk-tuah-girl-meme-coin-investigation-over-sec-no-charges/) on Friday.

Her lawyer, James Sallah, confirmed the SEC concluded its probe “without making any findings against, or seeking any monetary sanctions from, Hailey,” adding that she now faces no restrictions when it comes to crypto or securities.

The update coincided with a short-lived 60% spike in the [HAWK token’s price](https://www.geckoterminal.com/solana/pools/ExyGVXVRvUjJryo65vYUhLACcxhwYztKqa7jXqiT2tvr) on Friday, despite Welch stating she has parted ways with the LLC behind the project and has no plans to support or promote it going forward.

Welch and her legal team [addressed](https://www.dlnews.com/articles/people-culture/hawk-tuah-girl-haliey-welch-explains-memecoin-mishap/) the memecoin’s chaotic launch last month in an episode of her *Talk Tuah* podcast.

In it, her other attorney, Christian Barker, explained how poorly structured deals, unchecked token allocations, and broken promises tanked the coin.

According to Barker, Welch had been promised a $325,000 payout and 5% of the token supply, subject to a year-long lockup.

But 17% of the supply was allegedly pre-sold and dumped almost immediately — despite supposed lockups — while 80% remained in the hands of the developer.

The token famously soared to $500 million in market cap within minutes of launching in December before crashing 90% shortly after, prompting investor backlash and a lawsuit against the coin’s creators.

**A recent decentralized finance attack highlights how vulnerabilities with the standard implementation of certain DeFi vaults can be exploited by a sophisticated threat actor using familiar tools like flash loans to manipulate exchange rates and mislead price oracles.** 

**On February 27, an attacker executed a flash loan-based "donation attack," borrowing approximately $4 million from Aave to exploit the ERC-4626 vault token for Mountain Protocol's wrapped yield-bearing stablecoin, wUSDM, artificially inflating its internal exchange rate. The underlying stablecoin, USDM, is collateralized by short-term U.S. Treasury bills.**

**As part of the donation attack, the threat actor inflated the exchange rate of wUSDM to from 1.06 to 1.7, then used two accounts to perform a self-liquidation on lending platform Venus Protocol. Though Venus reacted quickly to freeze the market, the attacker managed to profit around $200,000, while Venus suffered a net loss of over $716,000 as a result, according to a** [**detailed post-mortem**](https://community.venus.io/t/post-mortem-wusdm-donation-attack-on-venus-zksync/5004) **recently released by risk management firm Chaos Labs.** 

**"Both teams implemented appropriate emergency measures — freezing markets, adjusting risk parameters, and resetting the exchange rate," said Yoni Keselbrener, head of DeFi at Lightblocks Labs, in an interview with The Block. Keselbrener contributes to oracle infrastructure on** [**eOracle**](https://www.theblock.co/post/287957/eigenlayer-introduces-six-actively-validated-services-including-restaked-rollups-and-ethereum-native-oracle)**, an Ethereum-native oracle network developed on EigenLayer that allows for the integration of real-world data into decentralized applications.** 

**The attacked vault implements the ERC-4626 standard for tokenized vaults originally introduced in May 2022, though the vaults later rose in popularity. However, the vault standard "...does not include safeguards against manipulated exchange rates when used in lending protocols," according to the post-mortem.** 

**Lending platform Euler Finance published a research report on vulnerabilities with ERC-4626 vaults in January of 2024, arguing that most vaults don't explicitly implement safety checks to prevent against exchange rate manipulation. "We expect that in many cases two or more mitigation mechanisms might need to be combined for greater effect," the authors** [**wrote**](https://www.euler.finance/blog/exchange-rate-manipulation-in-erc4626-vaults)**.**

Chaos Labs acknowledged in its post-mortem that safety strategies could have prevented the attack. "To mitigate this attack vector, the wUSDM contracts could have used a cross-chain exchange rate oracle, or, following proper disclosure, Venus would have implemented security measures to limit the appreciation of the exchange rate," Chaos Labs wrote. "To further mitigate this attack vector, an upside-capped oracle setup—such as [Aave’s CAPO mechanism](https://github.com/bgd-labs/aave-capo)—will be implemented for all yield-bearing assets, preventing manipulation through artificial yield spikes."

"It applies to any vault \[by the way\], not only standardized," [added](https://x.com/CurveFinance/status/1906271683230458198) the X account of Curve Finance in response to a [thread by Keselbrener](https://x.com/YoniKesel/status/1905993100738134408) discussing the vulnerability. "Just a common misstep by lending platforms." 

Keselbrener said the CAPO standard is effective, but requires "...additional code complexity and ongoing management to ensure they don't restrict legitimate yield growth while preventing manipulation." 

"As DeFi becomes more complex, we need to think beyond simple price feeds to understand the entire risk profile of the assets we're integrating," Keselbrener said. "The need for cross-chain oracle infrastructure isn't a drawback but an additional security layer. Specialized oracle providers can also implement specific safeguards designed to detect and prevent these exact manipulation scenarios."

## **Ripple has minted 50 million RLUSD tokens in a single day**

San Francisco-based blockchain company Ripple has minted a record-breaking 50 million tokens on Ethereum. This is the largest single-batch mint to date by a large margin. 

On top of the aforementioned sum, the company minted a total of 61.3 million tokens in March. On March 17, Ripple issued more than 28 million RLUSD. 

According to CoinGecko data, the total market cap of RLUSD has already swelled to $243 million. However, the stablecoin, which was launched in December, still has a long way to go before it catches up with its major competitors.

Miller Whitehouse-Levine, the former CEO of the DeFi Education Fund, launched the non-partisan nonprofit on Monday.

The institute aims to work with the Securities and Exchange Commission’s newly created Crypto Task Force and incoming leadership at the Commodity Futures Trading Commission. 

Long-time crypto advocate Miller Whitehouse-Levine is taking on his next endeavor in Washington D.C. in launching the Solana Policy Institute to educate lawmakers and regulators to think "beyond bitcoin." The non-partisan nonprofit premiered to the world on Monday as digital assets are having a moment with lawmakers quickly working to pass legislation touching on everything from stablecoins to market structure.

According to Whitehouse-Levine, who previously led the DeFi Education Fund lobbying group, there is a lot of work to be done in Washington when it comes to educating on crypto.

"We've got a lot of work to do on that front, to educate people in Washington and policy making circles about crypto because right now, people hear crypto and by and large think of Bitcoin and that's it," he said in an interview with The Block. "But of course, the ecosystem has exploded well beyond Bitcoin, and there's applications for all sorts of things being built on these decentralized networks."

"I am excited about Solana because I've spent the last eight years of my career fighting for developer rights and people's ability to use these decentralized network applications," Whitehouse-Levine said. 

The institute will be focused on influencing the draft stablecoin and market structure bills as well as influencing the Securities and Exchange Commission's newly created Crypto Task Force and incoming leadership at the Commodity Futures Trading Commission. President Donald Trump has pushed these regulatory bodies to come up with sensible guidance for industry participants. 

On Wednesday, the House Financial Services Committee will amend and vote on a bill to regulate stablecoins which will then be worked on with the Senate's own version. Trump said he hoped to have stablecoin legislation on his desk by August. Lawmakers have also set their sights on market structure legislation, though that is likely to take some time. 

The Solana Policy Institute's goal will be to support technology neutral policies to set a "level playing field," Whitehouse-Levine said. He noted the institute will be primarily focused on Solana, a blockchain network that surged to the forefront of the industry last year driven by its consumer-friendly applications like the memecoin launchpad [Pump.fun](http://Pump.fun). 

"I do think that the vast majority of the crypto advocacy ecosystem supports tech neutral policies that set a level playing field," he added. "So our goal is to plug into those efforts and amplify their work and bring more resources to that work."

Whitehouse-Levine said he is the sole person at the institute for now, but plans to hire more. He declined to comment on who specifically is funding the group. The Solana Foundation said it is a separate and distinct organization. 

"We've got a base of support of folks broady interested in the Solana ecosystem," he said. "They have asked us to keep their identities confidential."

Binance debuts centralized exchange to decentralized exchange trades.

Bridging assets from centralized to decentralized exchanges has typically been a cumbersome and difficult process for users.

Crypto exchange Binance has debuted centralized exchange (CEX) to decentralized exchange trades (DEX), allowing customers to use funds from their Binance wallets to execute DEX trades — eliminating the need for asset bridging or manual transfers.

According to the exchange, customers can use Circle’s USDC

USDC $0.9999 and other supported stablecoins to acquire tokens on the Ethereum, Solana, Base, and BNB Smart Chain networks.

The new CEX to DEX feature is also compatible with other tools on the platform, including Binance Alpha, which gives users the ability to discover emerging tokens in early-stage development, and the Binance quick buy tool.

Incorporating CEX to DEX trading unlocks a smoother user experience and reduces the complexity of swapping digital assets.

Binance announces CEX to DEX trading for Binance wallet users in the latest move to enhance user experience and reduce the complexity of swapping digital assets

**Paradigm researcher Samczsun has mapped North Korea's sophisticated cyber operations, highlighting multiple threat groups and attack vectors.**

In February, North Korean hackers broke headlines with what is now regarded as the largest single hack in crypto history.

The Lazarus Group stole at least $1.4 billion from Bybit and later funneled those funds to crypto mixers.

"Someone had pulled off the biggest hack in \[crypto\] history, and we had a front-row seat," Samczsun, Research Partner at Paradigm, recalled in a blog post.

The researcher said they witnessed the theft in real-time and collaborated with Bybit to confirm the unauthorized access.

Samczsun was working with SEAL 911, an emergency response unit affiliated with the Security Alliance, a nonprofit organization dedicated to securing decentralized systems.

But these attacks aren't all just about the Lazarus Group. There's more to North Korea's cyber offensives than previously thought.

There's a misconception about how to "classify and name” the group's operations.

While the term "Lazarus Group" is "colloquially acceptable," discussing how the DPRK (Democratic People's Republic of Korea) runs its cyber operations on the offensive needs more rigor, Samczsun claimed.

Lazarus Group has become the preferred term by the media when describing DPRK cyberactivity. Cybersecurity researchers "created more precise designations" to show which ones are working on specific activities, they added.

The DPRK's hacking ecosystem operates under the Reconnaissance General Bureau (RGB), which houses several distinct groups: AppleJeus, APT38, DangerousPassword, and TraderTraito

These groups operate with specific targeting methodologies and technical capabilities.

TraderTraitor, identified as the most sophisticated DPRK actor targeting the crypto industry, focuses on exchanges with large reserves and employs advanced techniques, successfully [compromising Axie Infinity](https://decrypt.co/96322/hacker-622-million-axie-infinity-ronin-ethereum) through fake job offers and [manipulating WazirX](https://decrypt.co/240604/wazirx-loses-230-million-in-suspected-dprk-hack).

AppleJeus specializes in complex supply chain attacks, including the 2023 [3CX hack](https://www.wired.com/story/3cx-supply-chain-attack-times-two/) that potentially affected 12 million users.

Dangerous Password, meanwhile, conducts lower-end social engineering through phishing emails and malicious messaging on platforms like Telegram.

Another subgroup, APT38, spun out of Lazarus in 2016 and focused on financial crimes. It first targeted traditional banks before shifting attention to crypto platforms.

In 2018, the OFAC first mentioned "North Korean IT workers," which in 2023 were [identified](https://unit42.paloaltonetworks.com/two-campaigns-by-north-korea-bad-actors-target-job-hunters/) by researchers as "Contagious Interview" and "Wagemole," operating through schemes where the threat actors either pose as recruiters or attempt to get hired by target companies.

## **There's still hope**

While the DPRK has shown its ability to deploy zero-day attacks, there have been "no recorded or known incidents" of it deploying directly against the crypto industry, Samczsun said.

The researcher urged crypto companies to implement basic security practices such as least privilege access, two-factor authentication, and device segregation. If preventive measures fail, connecting with security groups like SEAL 911 and the FBI's DPRK unit would also be helpful.

"DPRK hackers are an ever-growing threat against our industry, and we can't defeat an enemy that we don't know or understand," Samczsun wrote.

The upgrade also introduces middleware functionality, allowing developers to extend IBC’s capabilities without altering its core protocol, paving the way for innovative use cases across decentralized finance (DeFi) and interchain ecosystems.

The first direct IBC transaction between Cosmos Hub and Ethereum demonstrates the protocol’s ability to connect independent blockchains natively, unlocking new possibilities for asset transfers and data sharing across diverse networks.

The integration of Ethereum into Cosmos via IBC could significantly revitalize DeFi applications by enabling the fluid movement of assets and creating sophisticated financial products.
